Brief Introduction to CIEC

  • Introduction to CIEC

Canada International Education Center was established in 1998 as a cost recovery educational organization with its main office located in Vancouver, Canada. CIEC has received the endorsement of the Canadian, Vietnam and Chinese governments.

CIEC was one of the educational representatives of Team Canada, led by Jean Chretien, Prime Minister of Canada, when a high-ranking group of Canadian government officials and businessmen visited China in 2001 and 2005. During a signature ceremony organized by the Chinese and Canadian governments, CIEC signed three educational contracts in the presence of the Canadian government team.

The scope of CIEC covers North America, the Caribbean, China, Korea, India, Taiwan, Hong Kong, Southeast Asia and the Middle East. In China, for example, it has signed cooperation contracts with the China Center for International Educational Exchange as well as Peking University-Founder Technology College located in Beijing, China and the Department of Education and Training of Ho Chi Minh City in Vietnam and Ton Duc Thang University. In North America, CIEC has spread its network to colleges and universities across Canada and the U.S.A. These include such well known educational institutions as Simon Fraser University, Royal Road University and University of Toronto in Canada and UCLA and the University of Washington in Seattle Washington, U.S.A.

  • Cooperation Programs
  1. Educational Cooperation

CIEC has developed extensive relationships of cooperation with universities, colleges, occupational institutions and high schools. CIEC has cooperative relationships with Peking University Founder Technology College in Beijing China, Ton Duc Thang University in Ho Chi Minh City, Vietnam, York University, Toronto and the University of Ottawa in Ontario, Simon Fraser University, Vancouver Community College, College of New Caledonia, University Northern British Columbia, and Royal Roads University, Victoria in British Columbia.

(1)Establishing friendly relations of cooperation

CIEC is cooperating with Asian universities and colleges to help them increase friendly relations with foreign institutions. These activities include mutual visits of scholars, teacher and student exchanges, co-op scientific studies, training programs and the delivery of programs that have been mutually agreed upon. CIEC arranged for the following visits of scholars:
1998 – Exchange of Chinese Scholars from the Harbin Institute of Technology.

(2)Developing Cooperation Between Schools

At the present time CIEC is charged with delivering the Royal Roads University MBA program in Asia. CIEC is currently delivering this MBA program at TianJin Polytechnic University in TianJin, China and is actively searching for other Universities who wish to participate.

(3)Establishing Schools

CIEC assists Asian Universities to establish overseas branch offices and programs in Canada. Asian Universities, such as the School of Traditional Chinese Medicine of Shenyang, China, export custom-made programs, course outlines and curricula to Canada as well as supply faculty to deliver the courses. In the spirit of cooperation, CIEC, in the year 2000, co-founded a research center with Peking University Founder Technology College in Beijing, China, which focuses on Chinese banking and financial studies.
(4) ESL courses and university entrance examinations
To aid in the preparation of students whose mother tongue is not English, many Canadian Colleges and Universities, such as Vancouver Community College and CTTI , have established ESL courses recognized by Canadian Institutes at Institutes in Asia. After the students have successfully passed the exams organized by the Canadian Institutes they can apply directly to Canadian Universities for admission.
(5) Specialty Language Certificates
Another area of involvement of CIEC is English language certificate training in specific professional areas. Some of the specialty certificates include LPN Nursing program English placement, International Accountant, principal and teacher training, property management training, and etc. These specialty certificates are offered by Canadian Institutes such as the Vancouver School Board, the Richmond School Board, Vancouver Community College, Simon Fraser University at Harbour Center, and etc.
2. Short term Training Programs (2-6 months)
CIEC has many training programs entrusted to it by Canadian Universities, Colleges and school boards.
1999 - CIEC established a teacher’s training program with the Ministry of Education Shanghai, China.
2000 - CIEC established a General Professional Training program in China
2001 - CIEC designed overseas Executive Management Training in China
2002 - CIEC established ESL and professional English training programs with China Study Center for International Education Exchange (CSCIEE).
2002 - CIEC established a professional and vocational training program with China Center For International Educational Exchange (CCIEE).
2003 - CIEC established TEFL training with the Department Of Education and Training, Vietnam.
2003 - CIEC established a business-training program with Cambodia.
2004 - CIEC established and cooperated in Chinese Vocational training with the China Association for Labour Studies and OSTA.

(1)Specialty Training

CIEC is involved with the development of training programs in Canada that fulfill all kinds of needs in Asia. In 1999, CIEC arranged for a Government Planning Official Training Course for Harbin City, China. Some of these programs include, training which caters to government officials, as well as training in industry, agriculture, energy, electronics and etc.

(2) Training Teachers (TEFL/TESOL)

Training personnel in Canada for Asian universities, colleges and high schools and issuing TEFL or TESOL certificates. CIEC assisted the following groups:
1996 – Taijong Language Center, Taipei, Taiwan, teacher training –12 teachers
1997 – Edu Center, Seoul, Korea, teacher training – 20 teachers
2001 – GuangZhou Ministry of Education – Exchange Teacher Training
2004 – JiangSu, GuangZhou and ShenZhen delegations and Teacher Training
2005 Heilongjiang Ministry of Education-Teacher training program at UBC-ESL and Richmond School District (40 teachers)

(3) Educational Discussion
CIEC has been instrumental in setting up seminar courses for the principals of different kinds of schools in Asia. For example, CIEC helped the following groups:
1998 – Exchange of Chinese Scholars from the Harbin Institute of Technology
2000 – Educational Exchanges Ministries of Education of Beijing and Shanghai
2001 – Educational Exchange Ministry of Education of GuangZhou
2002 – Visit of Delegation of the Yunan Ministry of Education
(4) Winter/Summer Camp
This program is organized by the Vancouver School Board and Burnaby School District in collaboration with CIEC for students aged 10 to 18 who can make use of their winter/summer holiday to spend 2 to 4 weeks studying, visiting and sightseeing in Canada. In the years from 1996 to 2004 CIEC has organized the visits of the following groups:
1996 – Edu Language Center, Seoul, Korea – 20 students and 2 teachers
1997 – New Tokyo English Language Center, Tokyo, Japan – 10 students and 1 teacher
1998 – SBS T.V. Co. Seoul, Korea – 16 professionals summer English?? Training
1999 – Bang San High School, Seoul Korea – 20 students and 1 teacher
2000 – Shandong QiLu High School, Jinan, Shandong, China, – T.E.S.T. College Summer Program? - 18 students and 2 teachers
2001 – Beijing Shu Ren High School – Vancouver School Board (McGill High School) 45 students and 5 teachers
2002 – Shanghai Dong Di Meng High School – Vancouver School Board (McGill High School)_ 45 students and 5 teahcers

(5) Cultural Exchanges Between Canada and Asia

CIEC is involved with organizing cooperation between cultural and arts groups from Canada and Asia and arranging their performances and exhibits. In the year 2000, CIEC assisted The Yunan Traditional Arts Troupe of Yunan province, China, perform in Vancouver, Canada. CIEC is also involved with helping Asian personnel working in the fields of culture and education carry out studies, boost cultural exchange and attendance at international cultural activities in Canada and the U.S.A.

(6) Establishing Education Related Industries

CIEC assists Asian enterprises, entrepreneurs and schools to open new schools and/or branches in Canada or make investments in Canadian universities to establish education related industries, such as schools, dormitories for international students, canteens, restaurants and fieldwork facilities. At present we have about 100 companies working with us, such as CpuMate, Asia Computer Co. Ltd., Hong Kong Bank Group and Taiwan Chi China group, who have invested in areas like software development and student housing construction.

(7) Exploiting Commercial Investment Opportunities

CIEC assists Asian entrepreneurs to exploit commercial investment opportunities and launch cooperation programs with Canada by arranging for interested parties to meet and discuss investment possibilities.
